Title: industrial cities: their function and characteristics in the kingdom of saudi arabia and the united states of america

Abstract: The concept of "industrial estates" stands on the principle of foreign savings as a common principle of economic theory. Respectively, the agglomeration of many industrial activities in one place tends to achieve savings in input cost for every activity within the industrial agglomerates. The United States of America has adopted the concept of "industrial estates or parks" since 100 years ago and it began, in early 1960s, to use subsidiary terms such as "research and technology park" and "business industrial parks". Considering this concept, many developing countries have started to establish industrial estates as a means to keep pace with the fast industrial development in the advanced industrial countries. The industrial estates have an important role to play in industrial development in a developing country such as Saudi Arabia. This research focuses on the eight industrial estates of the Ministry of Industry and Electricity in Saudi Arabia. The location, the spatial characteristics and the contribution of these eight estates in the kingdom's industrial development discussed. Furthermore, the study does a comparative analysis between these Saudi industrial estates and those ones in Texas, Arizona, and Michigan in the United States of America. The establishment of industrial estates is crucial to industrial development in terms of the investment opportunities and sustaining industrial services made available to investors. In addition, industrial agglomerates render industrial interaction more possible due to closeness of industries. In that order, the Kingdom of Saudi Arabia has taken giant steps towards building a powerful national industrial sector that comprises according to the National Factories Guide-1 in 1420H, more than 300 industrial plant located in Riyadh, Dammam, Jeddah, Al Jubial Yanbu and other major cities in the Kingdom. Because of the importance of foreign saving in decreasing the costs of industrial produces, the Government of Saudi Arabia had launched a governmental program to support the national industry, which is one of the largest in its kind worldwide. The program offers many incentives to investors such as low land rents (2.13 cents/ one square meter/year) inside the industrial estates established and overseen by the Ministry of Industry and Electricity...
